I think they just figured they'd use that map again and there was nothing to occupy all those floors and rooms at all so you basically have free run of the place aside from a ton of guards around the sensitive areas with curiously stupid AI. So in the one hong kong mission in Contracts theres like an entire "mansion" full of empty rooms with jack shit in them and they serve no purpose. I'm pretty sure there's no way to actually get out of the starting courtyard area without getting caught on camera. If you enter the parking garage in front of the security station, you're caught on camera. If you into the building you start in front of, you're caught on camera.
